Tax Havens |
Spain refers to tax havens as fiscal paradises (paraisos fiscales). Instead of attempting to define what is a fiscal paradise, Spanish law adopts the simpler, and much more certain, mechanism of publishing a list. The current list is contained in Royal Decree 1080/1991 and the jurisdictions there listed are as follows:

Note: The continuing inclusion of two EU members (Cyprus and Malta) must, one supposes, be considered work-in-progress. One imagines that the legislature will tackle this in due course. In any event, the Treaty of Rome and the accession treaties, being international law, are superior to this domestic provision.
